Passage of authorizing resolution
The municipal aggregation statute requires that the Town obtain approval from the local governing authorities before initiating the development of the Plan. The Town satisfied the local approval requirement when the Town Meeting voted to initiate the process of municipal aggregation on June 5, 2023.
Signed agreement with Town’s aggregation consultant
Wrentham selected Good Energy, L.P. as its aggregation consultant to assist in developing this Plan, managing the supply procurement, developing and implementing the public education plan, interacting with the Local Distribution Company, National Grid and monitoring the supply contract.
Consultation with Department of Energy Resources & Other Parties:
The aggregation statute requires the Town to consult with the Department of Energy Resources (DOER) in developing the Plan, prior to its public review. This consultation shall include reviewing and discussing the DOER Recommended Best Practices for Advancing Clean Energy in Municipal Aggregation Plans (“DOER Best Practices”). The Town of Wrentham had their DOER Consultation on July 1, 2024.
Creation of a Draft Plan & Public Review
Wrentham prepared a Draft Plan and made it available for citizen review July 9, 2024- August 13, 2024.
Copies of the Plan were available on the Program website below and in hard copy at the Town Manager’s office in the Town Hall.Public hearing on Draft Plan
Wrentham held a public hearing on August 13, 2024, to receive comments from citizens on the Plan.
Local approval of Plan:
The Town Manager approved the Plan to be submitted to the Department of Public Utilities.
Submission of Final Plan to Department of Public Utilities:
Wrentham, docket number 24-155, submitted their aggregation plan to the DPU on October 11, 2024. The Department will ensure that the Program satisfies all of the statutory requirements, including that the Plan provides universal access, a reliable power supply and equitable treatment for all customer classes. The DPU scheduled a public hearing for the Town of Wretham on December 3 2024, beginning at 2:00 p.m. Further details can be found in the NOTICE OF FILING, PUBLIC HEARING AND REQUEST FOR COMMENTS.

Approval and Launch
The DPU approved Wrentham’s Plan on January 17, 2025. With this approval, the Town is able to procure electricity supply and launch its program.
